Seaport Enhanced - Quality Assurance

Kearney is committed to providing the Seaport Enhanced task order initiators with quality products. Our proposed organization structure contains three levels of quality review. We have found that three major activities provide critical information necessary to ensure the engagement is being managed effectively in terms of cost, schedule, and performance, as described below:

Engagement Quality Control

Quality control is built into the management of every engagement. Kearney's quality control procedures ensure that appropriate staff are assigned and managed, procedures and evaluations are performed correctly, and work and work products meet the firm's quality standards. Quality Assurance and Quality Control are managed at three levels. At the first level, task team work is reviewed by the Task Order Manager and, where appropriate, the Task Order Manager will oversee internal peer reviews. At the second level, Kearney has made the commitment that the Administration Partner will participate to the level necessary to assure quality of both procedures and products in all task order efforts. The Kearney engagement Quality Control Partner provides the third level of quality control by reviewing task order management and outputs.

Cost Control and Cost Management

At the corporate level, Ed Kearney, with his Executive Management Team, controls and manages costs for Kearney. All contracts and related task order costs are reviewed on a monthly basis to determine if they are within budget and in line with estimates. At the task order level, the Administrative Partner will review the monthly status reports (cost, schedule, and performance) received from Task Order Managers. In addition, The Administrative Partner, coordinating with Task Order Managers, will identify opportunities for improvement in current procedures. This hands-on, high level of control and management provides for fiscal stability within the organization and immediate action to address cost issues.
