Seaport Enhanced - Quality Assurance

Kearney is committed to providing the Seaport Enhanced task order initiators with quality products. Our proposed organization structure contains three levels of quality review. We have found that three major activities provide critical information necessary to ensure the engagement is being managed effectively in terms of cost, schedule, and performance, as described below:

• Status Reporting - A critical communication tool used in the management of every Kearney engagement is status reporting. The status report will provide insight into the management of the engagement in terms of cost, schedule, and performance, as follows:
• Executive Summary - describes the current assessment of the engagement
• Performance Evaluation - a summary of task performance to schedule, accomplishments, and any issues/problems encountered during the reporting cycle
• Budget and Cost Analysis - an analysis of hours and dollars expended against the plan, by labor category, and for both reporting cycle and engagement
• Projected Accomplishments for Following Reporting Cycle - a description of what is anticipated to be performed in the following reporting cycle
• Issues/Problems Summary - a description and analysis of issues and problems to include the problem identified, the cause of the problem, the effect of the problem on the engagement, the proposed resolution, and the status of actions being taken.

Engagement Quality Control

Quality control is built into the management of every engagement. Kearney's quality control procedures ensure that appropriate staff are assigned and managed, procedures and evaluations are performed correctly, and work and work products meet the firm's quality standards. Quality Assurance and Quality Control are managed at three levels. At the first level, task team work is reviewed by the Task Order Manager and, where appropriate, the Task Order Manager will oversee internal peer reviews. At the second level, Kearney has made the commitment that the Administration Partner will participate to the level necessary to assure quality of both procedures and products in all task order efforts. The Kearney engagement Quality Control Partner provides the third level of quality control by reviewing task order management and outputs.

Cost Control and Cost Management

At the corporate level, Ed Kearney, with his Executive Management Team, controls and manages costs for Kearney. All contracts and related task order costs are reviewed on a monthly basis to determine if they are within budget and in line with estimates. At the task order level, the Administrative Partner will review the monthly status reports (cost, schedule, and performance) received from Task Order Managers. In addition, The Administrative Partner, coordinating with Task Order Managers, will identify opportunities for improvement in current procedures. This hands-on, high level of control and management provides for fiscal stability within the organization and immediate action to address cost issues.
